Work performed above ground level can become hazardous very quickly, even when the activity seems straightforward or familiar. Employees may be working on roofs, scaffolds, ladders, mobile elevating work platforms (MEWPs), or areas positioned close to exposed edges. In these situations, the consequences of an error can be much more serious than those associated with work at ground level. A momentary loss of footing, unexpected weather changes, or a minor lapse in attention can result in a fall, causing serious injury, work delays, and substantial operational costs.

Organizations use work at height (WAH) permits to help manage these risks. A WAH permit establishes a controlled method for preparing, authorizing, and monitoring elevated activities. It defines the work being performed, identifies who is responsible, documents required precautions, and establishes expectations for emergency response. When the process is managed through a digital permit to work (PTW) platform, organizations can further improve efficiency with faster approvals, stronger visibility, and dependable electronic documentation.

Why a Work at Height Permit Is Important

A work at height permit is a formal authorization required before carrying out an activity where a person could realistically fall and suffer harm. Its value is not limited to meeting regulatory or organizational requirements. The permit provides documented confirmation that potential hazards have been considered and that suitable controls are in place before the activity starts.

Typical permit information includes the type of work, precise work area, planned duration, hazards identified during assessment, necessary control measures, and the personal protective equipment (PPE) required. It should also establish that workers assigned to the activity have the appropriate training, knowledge, and competence to complete the work safely.

When a Work at Height Permit Is Needed

A WAH permit is appropriate whenever workers face a credible possibility of falling from an elevated position. Typical situations include work on rooftops, raised platforms, scaffolding, mezzanines, MEWPs, and areas located beside unprotected edges.

Permit controls are also important where the working surface itself may be weak, damaged, or incapable of safely supporting a person. Fragile skylights, deteriorated roofing materials, and other questionable structures can create additional fall hazards and therefore require careful assessment before work is authorized.

Ladder activities may also require a permit, particularly when the ladder is being used as the worker's actual position for performing a task rather than simply providing temporary access. Organizations may establish specific internal height limits for permit use, but the fundamental rule is clear: whenever a fall could reasonably occur and result in injury, the activity should be assessed, controlled, and formally authorized through an appropriate WAH permit process.

Key Components of an Effective Work at Height Permit

A well designed permit should do more than provide a list of hazards. It should function as a practical control mechanism that gives workers, supervisors, and other involved personnel a shared understanding of the work, safety requirements, and individual responsibilities.

Clearly Defined Scope, Location, and Duration

The permit should explain exactly what work will be performed and clearly identify where the activity will occur. It should also establish a defined validity period rather than allowing authorization to remain open indefinitely. Limited authorization periods help maintain control and make it easier to identify when changing conditions require another assessment.

Comprehensive Hazard Assessment

A Job Hazard Analysis (JHA) or Job Safety Analysis (JSA) should be completed before elevated work begins. The assessment needs to address the hazards associated with the specific task and surrounding environment. These may include fall exposure, poor weather, high winds, electrical risks, and the potential for tools, equipment, or materials to fall onto people or property below.

Every identified hazard should have an appropriate control assigned to it. General or unclear statements are unlikely to provide effective protection. Controls should be specific, practical, verifiable, and directly connected to the risks identified during the assessment.

Defined Controls and PPE Requirements

Risk reduction should follow the hierarchy of controls, giving preference to measures that prevent exposure wherever reasonably possible. Guardrails, engineered fall protection systems, and approved anchor points should be evaluated before relying primarily on personal fall protection equipment.

When eliminating the fall hazard is not possible, suitable fall arrest systems may be required, including safety harnesses and self retracting lifelines (SRLs). The permit should also establish the approved method of reaching the work location, whether access will be provided through scaffolding, a specified MEWP, or a properly justified ladder setup.

PPE requirements should be specific rather than simply stating that PPE is required. The permit can identify appropriate harness arrangements, lanyard specifications, and helmets with chin straps when those features are necessary for the task.

Competency Verification and Workforce Communication

Work at height should only be assigned to personnel who have the necessary training and qualifications. The permit process should confirm that workers are competent and suitably fit to carry out the assigned activity.

Before work starts, a pre task briefing or toolbox talk should be conducted. This gives the workforce an opportunity to review the hazards, understand the required controls, confirm individual responsibilities, and know what actions to take if an emergency occurs.

Rescue Arrangements and Emergency Preparedness

A rescue and emergency plan should be established before any elevated activity begins. The plan should identify the people responsible for rescue, confirm that appropriate equipment is available, establish reliable communication methods, and explain the steps that should be followed during an emergency.

Planning these arrangements in advance is essential because a response developed only after an incident occurs can increase the potential severity of its consequences.

Control of Simultaneous Activities

Elevated work frequently occurs while other operations are taking place nearby. The permit should therefore consider how surrounding activities could interact with the WAH task and whether those interactions introduce additional risks.

Special consideration should be given to simultaneous operations (SIMOPS). This is particularly important when work at height is being performed close to hot work, electrical isolation activities, confined space work, lifting operations, or areas accessible to members of the public.

Permit Approval, Handover, and Closure

Only authorized personnel with clearly established responsibilities should approve a WAH permit. Where work continues across different shifts, a structured handover should be used to transfer important safety information from one team to the next without gaps or misunderstandings.

After the activity has finished, the permit should not be closed until the area has been checked and confirmed safe. Temporary safeguards should be removed only when appropriate or left securely in place where required. Capturing lessons learned as part of the close out process can also provide useful information for improving future work at height activities and safety performance.

Integrating WAH Permits with a Permit to Work System

WAH permits provide greater value when they form part of a wider permit to work framework. Connecting them with a PTW system helps coordinate different activities, standardize authorization requirements, and ensure that safety controls are applied consistently throughout an operation.

With a digital PTW solution, organizations can create permits from standardized templates and use approved control libraries when documenting hazards and precautions. Approval requests can then be routed automatically to the appropriate personnel. Worker acknowledgments, toolbox talks, and other required confirmations can also be recorded electronically, creating a clear and traceable workflow.

If site conditions change while the work is underway, the activity can be stopped so the revised circumstances can be assessed. The permit can then be updated or reauthorized before work resumes. Once the job is finished, inspections, supporting records, observations, and improvement opportunities can be documented during close out. Actions and approvals remain within a secure audit trail, giving organizations dependable records for accountability, governance, and ongoing improvement.

Replacing paper based WAH permits with digital management provides advantages that extend well beyond reducing paperwork. Mobile access and electronic approvals make the permit process more accessible while improving visibility of active work. Supervisors can monitor activities more effectively, check whether required controls are being followed, and gain a clearer view of permit status and progress.

Digital records also become increasingly useful over time. By analyzing historical permit information, organizations can identify hazards that repeatedly occur, recognize bottlenecks in approval workflows, and uncover recurring conflicts involving simultaneous activities. These findings can support stronger decisions and contribute to more effective risk management across operations.

Key Considerations for Effective WAH Permit Management

Work at height permits should remain valid only for a controlled period, with a single shift often providing the most appropriate authorization window. Any significant change involving workers, weather, task scope, equipment, or site conditions should prompt a fresh assessment and, where necessary, a new authorization before work resumes.

Ladder activities deserve particular attention. When a ladder is being used as the worker's primary work position instead of simply providing temporary access, the arrangement should be properly justified and supported by appropriate risk controls.

Organizations should also understand that contractor documentation does not remove the host organization's responsibilities. Contractors may have their own permits, procedures, and safety records, but the host organization remains responsible for its authorization decisions, oversight, and overall management of the permit to work process.
