The love for coffee has often clashed with historical regulations, creating fascinating stories of resilience and innovation. One such chapter unfolded in   18th-century Prussia   during the reign of Frederick the Great.

As coffee grew in popularity, Frederick implemented strict laws to control its consumption, giving rise to the peculiar role of "coffee sniffers." These individuals were tasked with enforcing coffee bans and curbing smuggling, marking a unique period in coffee history.

The Context: Prussia’s Economic Challenges and Coffee Regulation


Following the Seven Years' War, Prussia faced significant economic challenges . Frederick the Great,   seeking to replenish the state's treasury, introduced heavy taxes on luxury goods, including coffee.

 At the time, coffee was seen as a threat to domestic industries, especially beer production, which Frederick believed was more beneficial for Prussian society. He even deemed coffee as unpatriotic, claiming it drained money from local economies to foreign producers. To discourage its consumption, Frederick imposed a 150% luxury tax on coffee and later monopolized its roasting.

Under the state monopoly, only government-owned roasting plants were allowed to process coffee, and it was sold at prices unaffordable to ordinary citizens. This created widespread dissatisfaction among the population, who turned to smuggling to satisfy their craving for the beloved drink.

The Rise of Coffee Sniffers


To enforce the   coffee regulations , Frederick employed a unique solution: the creation of the "coffee sniffers" or "Kaffeeriecher." These individuals, often war veterans or disabled soldiers, were tasked with detecting illegal coffee roasting and consumption. Equipped with keen senses, they patrolled towns and villages, searching for the unmistakable aroma of roasted coffee.

Coffee sniffers held significant power, as they were allowed to inspect homes and public spaces without prior notice. Their mission was to identify and penalize those who violated the coffee laws. 

Offenders faced heavy fines, while the sniffers themselves earned commissions for each successful detection, further incentivizing their diligence. While the coffee sniffers played an important role in enforcing the law, they were deeply unpopular among the populace, who viewed them as intrusive and opportunistic.

Smuggling and the End of the Coffee Ban


Despite the efforts of the coffee sniffers, smuggling flourished across Prussia. Coffee beans, which were difficult to detect before roasting, became a lucrative commodity for black-market traders. Entire networks emerged, with smugglers finding innovative ways to transport and distribute coffee under the radar of the authorities.

The coffee ban’s unpopularity and the government’s inability to fully control smuggling eventually led to its downfall. After Frederick died in 1786, his successor   abolished the state monopoly   and lifted the bans. The reintroduction of import taxes replaced the strict regulations, making coffee more accessible to the general public. With the lifting of the ban, the coffee sniffers were disbanded, ending this unique chapter in Prussian history.
